Turtles limited to 70 km

According to this sign, turtles are restricted to 70 kms. per hour when crossing Keele Street between the 15th and 16th Sideroads.   Or maybe it means...

    I had no idea a turtle could go faster than 70k, amazing animals !

    if they would cross the road at that speed that would be good. :-)
